What is the Clean Vehicle Credit?

On Dec. 29, 2022, the U.S. Treasury and IRS announced a major expansion of the Inflation Reduction Act (IRA) to advance EV adoption called Clean Vehicle Credits. Depending on your income level and the sale price of your vehicle, you could get up to $7,500 off when filing taxes. The sale price for new vehicles is capped at $80,000 for vans, pickup trucks and SUVs, and $55,000 for other vehicles. The IRA also added a new credit for previously-owned clean vehicles, with a tax credit of up to $4,000 or 30% of vehicle cost, whichever is lower. For used vehicles, the sale price must be under $25,000. See below for detailed qualifications.

Federal Tax Credit

up to $7500

The U.S Federal Tax Credit allows up to $7,500 on a new plug-in electric vehicle with the amount received based on the purchased vehicle’s battery capacity: vans, SUVs and pickup trucks must have an MSRP below $80,000 while all other vehicles can be up to $55,000. Used EVs priced up to $25,000 can receive up to a $4,000 tax credit.

Alaska

Utilities: Alaska Power & Telephone - Residential

$1,000

AP&T offers a rebate of $1,000 to residential customers who own a new or pre-owned EV, including electric motorcycles, with a minimum battery size of at least 16 kilowatts.

Arkansas

EV Incentive- Entergy

Qualified Entergy customers are eligible to receive incentives in varying amounts for the purchase of select on- and off-road electric vehicles. For more information, including eligible technologies, see the Entergy eTech website.

California

Utilities: California Pasadena Water and Power (PWP) - Residential

$250 - $1,500

Customers can receive an additional $250 bonus rebate if they purchase or lease an EV from a Pasadena auto dealer. An additional $1,000 is available for customers that participate in one of PWP’s income-qualifying programs.

 

State: Bus Replacement Grant - Commercial & Government

Up to $400,000

The California Air Resources Board (CARB) offers grants for the purchase of new zero-emission buses to replace old gasoline, diesel, compressed natural gas, or propane buses.

 

State: CARB CVRP - Residential

Up to $2,500

The Clean Vehicle Rebate Project (CVRP) offers rebates for the purchase or lease of qualified vehicles. Qualified vehicles include light-duty electric vehicles (EVs), fuel cell electric vehicles (FCEVs), and plug-in hybrid electric vehicles (PHEVs) the California Air Resources Board (CARB) has approved or certified.

 

State: Antelope Valley EV Rebate - Residential

Up to $500

The Antelope Valley Air Quality Management District (AVAQMD) offers residents rebates of up to $500 for the purchase or lease of an EV from a dealership within the Antelope Valley jurisdiction.

 

State: Bay Area Air Quality Management Management District - Residential

Up to $9,500

The Bay Area Air Quality Management District’s (BAAQMD) Clean Cars for All program offers grants up to $9,500 to income-eligible residents to replace a vehicle eligible for retirement with an EV, hybrid electric vehicle (HEV), plug-in hybrid electric vehicle (PHEV), or FCEV. Eligible vehicles for replacement should be model year 2005 or older. Recipients may buy or lease a new or used EV, HEV, PHEV, or FCEV. Grants vary depending on the household income and vehicle technology. Vehicles that are replaced must be turned in at an authorized dismantler.

 

State: El Dorado County - Residential

Up to $599

The El Dorado County Air Quality Management District (EDC AQMD) offers rebates of up to $599 to residents toward the purchase or lease of a new zero emission vehicle (ZEV) or partial-ZEV, as defined by the California Air Resources Board.

 

State: Santa Barbara County - Commercial

The Santa Barbara County Air Pollution Control District (SBCAPCD) provides grants to offset the costs of zero-emission heavy-duty vehicles that reduce on-road emissions within Santa Barbara County. Eligible projects include the replacement of commercial trucks and buses, transit buses, authorized emergency vehicle, transportation refrigeration units, and more.

 

State: San Joaquin Valley Air Pollution Control District

Up to $3,000

The San Joaquin Valley Air Pollution Control District (SJVAPCD) administers the Drive Clean! Rebate Program, which provides rebates for the purchase or lease of eligible new vehicles, including qualified natural gas, hydrogen fuel cell, all-electric, plug-in electric vehicles, and zero emission motorcycles.

 

State: San Joaquin Valley Air Pollution Control District - Government

Up to $20,000 per vehicle

The San Joaquin Valley Air Pollution Control District administers the Public Benefit Grant Program, which provides funding to cities, counties, special districts (such as water districts and irrigation districts), and public educational institutions for the purchase of new AFVs, including electric and hybrid electric vehicles

 

Utilities: Turlock Irrigation District - Residential

Up to 1,200 

Turlock Irrigation District (TID) offers residential customers a $500 rebate for the purchase or lease of a qualifying new or pre-owned EV. TID also offers residential customers a rebate of $300 for the purchase and installation of a qualifying Level 2 EV charging station. Low-income customers enrolled in the TID CARES Program are eligible for an additional rebate of $700 per EV and $100 per EV charging station.

 

Utilities: Alameda Municipal Power - Residential

Up to $2,000

AMP provides rebates of up to $2,000 for the purchase of a pre-owned EV with a purchase price below $22,000. Income-qualifying customers may receive an additional $1,000 rebate.

 

Utilties: SMUD - Commercial & Government

Up to $15,000

Sacramento Municipal Utility District (SMUD) offers rebates to businesses for the purchase of new commercial light-, medium-, and heavy-duty EVs.

 

Utilities: MCE - Residential

Up to $3,500

MCE offers a $3,500 rebate for the purchase or lease of a new EV for income-qualifying customers. To be eligible for the rebate, an applicant must live in MCE’s service area, be an MCE customer, and meet at least one of the qualifying income requirements.

 

Utilities: PG&E - Commercial & Government

Up to $9,000

Pacific Gas & Electric (PG&E) offers rebates for the purchase of electric fleet vehicles.

 

Utilities: Central Coast Community Energy - Commercial & Government

Up to $200,000

CCCE offers grants to school districts for the purchase of an electric school bus. Grants may cover up to 50% of the cost of an electric school bus, up to $200,000.

 

Utilties: Central Coast Community Energy

Up to $4,000

CCCE offers rebates of up to $4,000 to residential, commercial, and public agency customers for the purchase of new or pre-owned EVs or electric motorcycles.

 

Utilities: Burbank Water & Power - Residential

Up to $1,000

BWP offers residential customers a rebate of up to $1,000 for the purchase of a pre-owned EV.

 

Utilities: Peninsula Clean Energy - Residential

Up to $6,000

PCE and Peninsula Family Service (PFS) offer up to $1,000 to San Mateo County residents for the purchase of a pre-owned EV. Low-income residents are eligible for a rebate of up to $6,000.

 

Utilities: LADWP - Residential

Up to $2,500

The Los Angeles Department of Water and Power (LADWP) offers rebates up to $1,500 to residential electric customers for the purchase of eligible pre-owned EVs. Customers participating in the LADWP Lifeline or EZ-SAVE Low-Income Customer Assistance programs are eligible for an additional $1,000 rebate.

 

Utilities: Silicon Valley Power - Residential

Up to $1,500

SVP offers income-qualifying residential customers a $1,000 rebate for the purchase of a PHEV and $1,500 rebate for the purchase of an EV.

Colorado

State: Colorado Department of Revenue Electric Vehicle Tax Credit

Up to $5,000

Colorado residents can get a rebate on a new purchased or leased EV that rolls over to the next year if unused. Light-duty EVs can receive $5,000 for purchase or lease, and an additional $2,500 for EVs costing under $35,000 beginning January 1, 2024.

SIEA residential customers a $500 rebate for the purchase of qualified EVs.

Connecticut

State: CHEAPR

Up to $3,000

The Connecticut Hydrogen and Electric Automobile Purchase Rebate Program (CHEAPR) offers rebates for the incremental cost of the purchase or lease of an all-electric vehicle (EV) or plug-in hybrid electric vehicle (PHEV).

 

Utilities: Norwich Public Utilities - Residential

Up to $1,000

Norwich Public Utilities (NPU) offers rebates eligible customers for the purchase or lease of a new or previously-owned EV and the purchase and installation of a qualified EV charging station.

Florida

Utilities: Orlando Utilities Comission New or Leased EV Rebate - Residential

up to $200

OUC provides rebates of $200 to residential customers who purchase or lease an eligible new or preowned EV. Applicants must apply within six months of the purchase or lease of the EV.

 

State: Florida Kissimmee Utility Authority (KUA) - Residential

$100

Kissimmee Utility Authority (KUA) offers rebates of $100 to residential customers purchasing a new EV and $100 for the purchase and installation of a home EVSE.

Illinois

State: Illinois Environmental Protection Agency

Up to $4,000

The Illinois Environmental Protection Agency (IEPA) offers rebates to residents for the purchase or lease of a new or pre-owned EV. Rebates amounts are available based on timeframe. With up to $4,000 for vehicles purchased between July 1, 2022 and June 30, 2026, $2000 if purchased between July 1, 2026 and June 30, 2027, and $1,000 form July 1, 2028 onwards.

Iowa

Utilities: MidAmerica Energy - Residential

Up to $500

MidAmerican Energy offers residential customers a rebate of $500 for the purchase or lease of a new EV. 

Kansas

State: Kansas Vehicle Credit - Commercial

Up to $40,000

For any qualified alternative-fueled motor vehicle placed in service on or after Jan. 1, 2005, the credit is 40 percent of the incremental cost or conversion cost for each qualified alternative-fueled motor vehicle, up to $2,400 per qualified vehicle with a gross vehicle weight of less than 10,000 lbs.; $4,000 for a heavy duty motor vehicle with a gross vehicles weight of greater than 10,000 lbs. but less than 26,000 lbs.; and $40,000 for motor vehicles having a gross vehicle weight of greater than 26,000 lbs.

Maine

State: Efficiency Maine EV Rebates - Residential & Commercial

Up to $5,500 per EV

Efficiency Maine’s EV Accelerator provides rebates to Maine residents and businesses for the purchase or lease of a new EV or plug-in hybrid electric vehicle (PHEV) at participating Maine dealerships. Eligible new EVs can receive up to $2,000 and eligible new PHEVs can receive up to $1,000. Qualified low-income individuals can receive an additional $3,000 per new vehicle or $2,500 towards either a used EV or PHEV.

 

State: Efficiency Maine EV Rebates - Government

Up to $7,500 per EV

Efficiency Maine’s EV Accelerator provides rebates to Maine government and trible entities and non-profits for the purchase or lease of a new EV or plug-in hybrid electric vehicle (PHEV) at participating Maine dealerships. Eligible new EVs can receive up to $7,500 and eligible new PHEVs can receive up to $2,500.

Maryland

State: EV and FCEV Tax Credit 

Up to $3,000

Beginning July 1, 2023, qualified EV and FCEV purchasers may apply for an excise tax credit of up to $3,000. The tax credit is first-come, first-served, and is limited to one vehicle per individual and 10 vehicles per business entity.  

 

State: Utilities Fleet Alternative Fuel Vehicles Grant - Commercial

Up to $150,000

The Clean Fuels Incentive Program (CFIP), administered by the Maryland Energy Administration (MEA), provides grants to fleets for the retrofit or purchase of new AFVs. Grant award amounts vary and may cover up to 100% of the incremental AFV cost. Grants are available in amounts of $5,000 for Class 1-2 EVs, $80,000 for Class 3-7 EVs, and $150,000 for Class 8 EVs.

Massachusettes

State: MDE - EV & PHEV Rebates

Up to $2,500

Massachusetts Department of Energy Resources' Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) Program offers residents, non-profits, and businesses rebates of up to $2,500 toward the purchase or lease of eligible all-electric and fuel cell electric vehicles and up to $1,500 for the purchase or lease of eligible plug-in hybrid electric vehicles. Eligible non-profit and business fleet vehicles may include rental cars, company cars, and delivery vehicles. Vehicle purchase prices must be below $50,000.

 

State: Massachusettes Department of Energy Resources ZEV Truck Rebates - Commmercial

Up to $90,000

Massachusetts Department of Energy Resources' Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) Trucks Program offers rebates to public and private fleets for the purchase of all-electric and fuel cell electric trucks with a purchase price of more than $50,000 and gross vehicle weight rating (GVWR) of more than 8,500 pounds (lbs.). Rebate amounts are available in a declining three block rate structure, determined by the number of trucks per weight group.

Mississippi

Utilities: Mississippi Power - Residential

Up to $1,250

Mississippi Power offers residential customers rebates for new, leased, or pre-owned EVs. Rebates range from $750 for new, used, and leased PHEVs and $750-$1,250 for EVs.

 

Utilities: Entergy - Commercial

Entergy offers commercial customers rebates in varying amounts for the purchase of select on- and off-road EVs and Level 2 EV charging stations.

Nebraska

Utilities: Nebraska Public Power District - Residential

$4,000

Nebraska Public Power District (NPPD) offers residential customers a $4,000 rebate for the purchase of a new EV and a $500 rebate for the installation of an eligible Level 2 EV charging station.

Nevada

Utilities: Nevada Energy - Residential

Up to $2,500

NV Energy offers low-income customers a $2,500 rebate for the purchase of a new or used EV. Eligible low-income customers are households with income levels equal to or below 200% of the federal poverty line. Rebates are awarded on a first-come, first-served basis.

New Hampshire

Utilities: NHEC - Residential

Up to $1,000

NHEC offers residential customers a rebate of $1,000 for the purchase or lease of a new or used electric vehicle, $600 for the purchase or lease of a new or used plug-in hybrid electric vehicle, and $300 for the purchase or lease of a new or used electric motorcycle.

New Jersey

State: New Jersey NJBPU - Residential

Up to $4,000

The New Jersey Board of Public Utilities’ (NJBPU) Charge Up New Jersey program offers point-of-sale rebates to New Jersey residents for the purchase or lease of a new light-duty EV. Vehicles costing between $45,000 to $55,000 recieve $25 per mile of EPA rated all-electric range, up to $2,000 and vehicles less than $45,000 can receive $25 per mile of EPA rated all-electric range, up to $4,000.

 

State: New Jersey Department of Environmental Protection - Commercial and Government

100% of costs

The New Jersey Department of Environmental Protection (NJDEP) offers incentives to cover the incremental cost of replacing diesel vehicles with all-electric vehicles. Incentives are available for the 100% of the incremental cost of the vehicle, including associated charging infrastructure. Eligible vehicles include shuttle buses, school buses, garbage trucks, and transit buses. Privately-owned school buses under contract with a public-school district are also eligible. Priority will be given to projects in overburdened communities.

 

State: New Jersey Zero Emissions Vehicle (ZEV) Tax Exemption

up to $525

ZEVs sold, rented, or leased in New Jersey are exempt from state sales and use tax.

New York

State: New York State Energy Research and Deployment Agency

Up to $2,000

The New York State Energy Research and Development Authority (NYSERDA) provides rebates of up to $2,000 for the purchase or lease of a new eligible EV.

 

State: New York State Department of Environmental Conservation - Municipalities

Up to $7,500 per vehicle

Rebates for ZEVs are $7,500 per vehicle (200 miles or greater electric range); $5,000 per vehicle (101-200-mile electric range); $2,500 per vehicle (50-100-mile electric range)

North Carolina

Utilities: Duke Energy Electric Schoolbus - Government

Up to $215,000 per bus

Duke Energy offers school districts a rebate for the purchase of electric school buses and to host utility-owned charging infrastructure.

 

Utilities: Surry-Yadkin Membership Corporation - Residential

$500

SYEMC offers residential members a rebate of $500 to purchase plug-in electric vehicle.

Oklahoma

Utilities: Oklahoma Electric Cooperative - Residential

Up to $200

OEC offers a rebate of up to $200 for customers who own an EV. Eligible customers must own a Level 2 EV charging station and schedule vehicle charging during off-peak hours.

Oregon

State: Clean Vehicle Rebate Program

Up to $2,500

The Clean Vehicle Rebate Program provides rebates to Oregon residents, businesses, non-profit organizations, and government agencies for the purchase or lease of a new electric vehicle (EV), including a PHEV, electric motorcycle, or fuel cell electric vehicle (FCEV). New EVs and FCEVs with a battery capacity greater than 10 kilowatt-hours (kWh) are eligible for a rebate of $2,500. EVs and FCEVs with a battery capacity of less than 10 kWh are eligible for a rebate of $1,500.

Electric motorcycles are eligible for a rebate of $750.

State: Pennsylvania Department of Environmental Protection - Residential

Up to $2,000

The AFV Program offers rebates to assist eligible residents with the cost of the purchase or lease of new or qualifying pre-owned AFVs, including all-electric vehicles (EVs) and plug-in hybrid electric vehicles (PHEVs). EVs can receive up to $2,000 while PHEVs can receive up to $1,500.

 

State: Pennsylvania Department of Environmental Protection - Commercial & Government

Up to 100% of costs

The Pennsylvania Department of Environmental Protection (DEP) offers grants for the replacement of Class 4-8 local freight trucks with new zero-emission trucks through the MHD ZEV Fleet Pilot Grant Program. Eligible zero-emission technology includes all-electric and hydrogen fuel cell electric vehicles.

 

Utilities: PECO - Residential

$50

PECO provides rebates of $50 to residential customers who purchase a new, qualified EV.

 

Utilities: Dequesne Light Company - Residential

$50

DLC offers a $50 gift card or direct deposit to residential customers who purchase or lease an EV.

Rhode Island

State: DRIVE EV Program - Residential

Up to $4,500 for EVs, $3,500 for PHEVs

The Driving Rhode Island to Vehicle Electrification (DRIVE EV) rebate program offers rebates for the purchase or lease of ZEVs and PHEVs. New EVs and PHEVs can get $2,500 and $1,500 respectively while used can get $1,500 and $750. An additional rebate of up to $2,000 is available to applicants that participate in a state or federal income-qualified program.

 

State: DRIVE EV Fleet Program - Commercial

Up to $3,500 for EVs

The Driving Rhode Island to Vehicle Electrification (DRIVE EV) rebate program offers rebates for the purchase or lease of ZEVs and PHEVs. New and used EVs can get $2,500 and $1,500 respectively while an additional rebate of $1,000 per vehicle is available for applicants located in high-asthma communities.

Texas

State: Texas Commission on Environmental Quality

Up to $2,500

The Texas Commission on Environmental Quality (TCEQ) administers the Light-Duty Motor Vehicle Purchase or Lease Incentive Program for the purchase or lease of a new light-duty vehicle powered by electricity. Electric drive vehicles powered by a battery or hydrogen fuel cell, including plug-in hybrid electric vehicles with a battery capacity of at least 4 kilowatt hours, are eligible for a rebate of up to $2,500. One rebate is available per eligible vehicle.

 

State: Texas Commission on Environmental Quality - Commercial & Government

The Texas Commission on Environmental Quality (TCEQ) administers the Texas Clean Fleet Program (TCFP) as part of the Texas Emissions Reduction Plan (TERP). The TCFP provides grants to fleets to replace existing fleet vehicles with alternative fuel vehicles (AFVs) or hybrid electric vehicles (HEVs). An entity that operates a fleet of at least 75 vehicles and commits to placing 20 or more qualifying vehicles in service for use in the Clean Transportation Zone may be eligible.

 

State: Texas Commission on Environmental Quality - Commercial & Government

Any public school district or charter school may receive a grant through the Texas Commission on Environmental Quality (TCEQ) to pay for the incremental costs to replace school buses or install diesel oxidation catalysts, diesel particulate filters, emission-reducing add-on equipment, and other emissions reduction technologies in qualified school buses.

 

State: Texas Commission on Environmental Quality  - Government

Up to $70,000

The Texas Commission on Environmental Quality (TCEQ) administers the Governmental Alternative Fuel Fleet Grant Program (GAFF) as part of the Texas Emissions Reduction Plan (TERP) for the purchase or lease of new vehicles powered by electricity.

 

Utilities: Denton Municipal Electric - Residential

$300

DME offers residential customers a $300 rebate for the purchase of a EV. Eligible customers must agree to charge EVs during off-peak hours. 

Utah

State: Utah Conversion to Alternate Fuel Grant Program - Commercial & Government

Up to 100% of new vehicles or 50% of conversion

The Utah Conversion to Alternate Fuel Grant Program provides grants to businesses and government entities that purchase clean vehicles or install conversion equipment on eligible vehicles that allows the vehicles to operate on alternative fuel or reduces a vehicle’s emissions of regulated pollutants. Award recipients are required to pass these savings along to the individual who purchases the converted vehicle. Grants may cover 100% of the cost of purchasing a clean vehicle or 50% of the cost of conversion, up to $2,500. Eligible clean vehicles must operate solely on alternative fuel and include light- and heavy-duty vehicles and off-road equipment.

Vermont

Utilities: Burlington Electric Department - Residential

Up to $2,900

BED provides low- or no-interest loans for the purchase of a new EV. Eligible customers can also apply for a rebate of $2,300 towards the purchase of a new all-electric vehicle (EV) or $2,000 towards the purchase of a plug-in hybrid electric vehicle (PHEV). An additional $600 is available for moderate income customers buying an EV or $300 for a PHEV.

 

Utilities: Burlington Electric Department - Residential

Up to $1,500

BED offers customers low- or no-interest loans for the purchase of a pre-owned EV. Eligible customers may also apply for a rebate of $1,300 rebate for the purchase of a pre-owned EV or plug-in hybrid electric vehicle (PHEV), with an additional $200 available for moderate income customers. Eligible vehicles must have a manufacturer’s suggested retail price less than or equal to $60,000.

 

Utilities: Green Mountain Power - Residential

Up to $2,500

GMP provides residential and business customers rebates of $1,500 for the purchase of a new all-electric vehicle, $1,000 for the purchase of a new plug-in hybrid electric vehicle, $750 for the purchase of used EVs, and $500 for the purchase of an electric motorcycle. Customers with qualifying low and moderate household incomes are eligible for an additional $1,000 rebate. EVs must have a manufacturer’s suggested retail price that is less than or equal to $70,000.

 

Utilities: Stowe Electric - Residential

Up to $1,050

Stowe Electric offers customers rebates for the purchase or lease of EVs. New plug-in hybrid electric vehicles (PHEVs) and all-electric vehicles are eligible for a $750 rebate, and income-qualifying customers are eligible for an additional $300 rebate for either vehicle. Stowe Electric also offers a $300 rebate for the purchase of pre-owned EVs and PHEVs.

 

Utilites: Vermont Electric Co-Op - Residential

Up to $500

VEC offers a $250 bill credit to members who purchase a new or pre-owned plug-in hybrid electric vehicle (PHEV) and a $500 bill credit to members who purchase a new or pre-owned all-electric vehicle (EV). Members who lease a PHEV are eligible for an annual bill credit of $50 for each year of the lease, and members who lease an EV are eligible for an annual bill credit of $100 for each year of the lease.

 

Utilities: VPPSA

Up to $1,400

Vermont Public Power Supply Authority (VPPSA) member customers are eligible for rebates of up to $1,000 on the purchase of a new all-electric vehicle (EV), and up to $500 on the purchase of a new plug-in hybrid electric vehicle (PHEV). VPPSA also offers rebates of $500 for the purchase of a pre-owned EV and $250 for the purchase of a pre-owned PHEV. Low-income customers may receive an additional $400 rebate for a new EV or PHEV.

Virginia

State: Virginia Department of Mines, Minerals, and Energy - Government

Up to $10,000

The Virginia Department of Mines, Minerals and Energy, in collaboration with the Virginia Department of Transportation, offers up to $10,000 to state agencies and local governments for the incremental cost of new or converted AFVs.

Washington

State: Commercial

Businesses are eligible to receive tax credits for purchasing new or used medium- and heavy-duty AFVs and medium- and heavy-duty vehicles converted to alternative fuels, and installing alternative fueling infrastructure. Eligible alternative fuels include electricity. Tax credits for qualified alternative fueling infrastructure are for up to 50% of the cost to purchase and install the infrastructure.

 

Utilities: Snohomish PUD - Residential

Snohomish County Public Utility District (PUD) offers residential customers a $400 rebate, in the form of a bill credit, for the purchase or lease of a new or used EV.

 

Utilities: Clark Public Utilites - Residential

Up to $2,000
